Jeffrey Epstein's Gulf Connnections Surrounding the Khashoggi Murder
Jeffrey Epstein knew Jamal Khashoggi’s murderers — and their rivals — before the killing. He heard about it while it happened. He handled it after. The documents show the whole architecture.
On January 30, 2026, the U.S. Department of Justice released more than 3 million pages of documents related to its investigation of Jeffrey Epstein — convicted sex trafficker, financier, and one of the most connected private citizens in the world. Middle East Eye first reported, on February 1, 2026, that these files contain messages between Epstein and Anas al-Rasheed in the days after Khashoggi’s murder. That reporting is accurate. What follows below is the fuller picture — the network those messages belong to, the documents the coverage missed, and what the complete document chain actually shows.

Istanbul: October 2, 2018
Jamal Khashoggi walked into the Saudi consulate in Istanbul, Türkiye, on October 2, 2018. He was there to collect papers for his upcoming wedding. Khashoggi was a Washington Post columnist, a former Saudi royal adviser turned dissident, and a man whose criticism of Mohammed bin Salman had made him dangerous to the Crown Prince’s project. He never returned from the building.
Turkish intelligence recorded what happened inside. A fifteen man Saudi team, some members of MBS’s own personal security detail, had flown in specifically to kill him. The CIA would later conclude, with high confidence, that Mohammed bin Salman personally ordered the operation. Khashoggi’s body was dismembered, some of his remains have never been found.
Khashoggi was not a stranger to this world. He had worked inside the Saudi royal court for decades. He advised intelligence officials, accompanied senior Saudi royals to Washington, and served as their confidant. He knew the architecture of Gulf power from the inside. He had been in rooms just like the rooms Jeffrey Epstein ran. He left that world because he believed Mohammed bin Salman was becoming something dangerous — a leader who would not tolerate dissent, who would come for people who criticized him. He wrote about it, in depth, and he was right.
The men who discussed his murder in Jeffrey Epstein’s network were not strangers to the system that produced him — they were the system.
The international fallout was immediate and overwhelming. Governments condemned the killing, sanctions were discussed. For a moment, the Crown Prince’s global ambitions — his Vision 2030 reform program, his relationships with Western financiers and politicians, his bid to position himself as a modernizing force — appeared in genuine jeopardy.
Ten days later, Jeffrey Epstein received a message.
Khashoggi entered the Saudi consulate in Istanbul October 2, 2018. He was never seen alive again. His case made global headlines, and it is also in the DOJ Epstein files.

Ooctober 12, 2018: The Email
The sender of this email is Anas al-Rasheed. His email address, anasalrasheed@gmail.com, appears throughout the Epstein Files. He was a former Kuwaiti Minister of Information, a Gulf diplomatic insider, and a man Epstein had been in business with for years. He writes:

MBZ is Mohammed bin Zayed — the ruler of Abu Dhabi, now President of the United Arab Emirates, the most powerful man in the Gulf behind MBS himself, and at the time a figure with documented reasons to want MBS weakened. The Saudi-UAE relationship in 2018 was complicated: shared interests, real rivalry, competition for regional dominance.

Middle East Eye reported the exchange on February 1, 2026. What they did not report — what no outlet has reported — is what this conversation belongs to. Not two men reacting to a murder, but a network that was already built, already operational, with Anas al-Rasheed inside it fourteen months before Khashoggi walked into that consulate.
The ‘Canada wins’ line in EFTA01019860 has not appeared in any coverage of the files. To understand it, you need the context Al-Rasheed was writing from. In August 2018 — six weeks before the murder — Mohammed bin Salman had launched a direct diplomatic assault on Canada. He expelled the Canadian ambassador, froze bilateral trade, and recalled thousands of Saudi students from Canadian universities. The cause: a single Canadian foreign ministry tweet criticizing the arrest of Saudi women’s rights activists. MBS had made Canada a specific example of what happened to governments that criticized him publicly. Then his team dismembered a journalist in a consulate. Al-Rasheed’s read, four days later: the country MBS had tried to make an example of had just been handed the moral argument of the decade, Canada wins.
It was sent four days after the murder by a man embedded in Epstein’s Gulf network and has sat unreported in a public federal archive since January 30, 2026. This publication, Last Page First, is the first to name it.
Who is Anas Al-Rasheed?
Anas al-Rasheed is identified in public reporting as a ‘former Kuwaiti Information Minister.’ That is accurate as far as it goes. What has not been established is his place inside Epstein’s operating network — which is documented in the files going back at least fourteen months before the murder.
The document that establishes this is EFTA01210147 through EFTA01210149. The date is August 18, 2017. Fourteen months before Khashoggi walked into the consulate.

Just fourteen months before Khashoggi’s murder, Anas al-Rasheed was being positioned alongside the Saudi Foreign Minister, the UAE Foreign Ministry, the Bahraini Foreign Minister, the Egyptian Foreign Minister, the Nobel Committee chairman, and Bill Gates — all at the same dinner table at Epstein’s home.
This document has not been reported, until now. The dinner list as a document — its participants, its date, its relationship to the murder aftermath email chain — has not appeared in any coverage of the Epstein files’ Khashoggi thread.
Epstein also had a Paris appointment scheduled with al-Rasheed on September 4, 2017 — documented in travel coordination emails EFTA_R1_00956292, EFTA02220596, and at least six additional copies. His staff were coordinating Paris flights around that meeting. Al-Rasheed was a recurring fixture in Epstein’s Gulf operational calendar.
Terje Rød-Larsen, 6 Days Before The Dinner
Go back six days from that dinner list to August 12, 2017.
The sender now is Terje Rød-Larsen. At this moment, he is the United Nations Special Coordinator for the Middle East Peace Process — the UN’s own senior envoy for the region, a Norwegian diplomat who had architected the 1993 Oslo Accords, operating out of New York and Geneva. He is texting Epstein through jeeitunes@gmail.com about a gemstone.
Six days before the ministerial dinner list, same iMessage thread. UN Middle East envoy Terje Rød-Larsen describes a gemstone from the Harry Winston estate. | EFTA0161435
▸ EFTA01614350 · Aug 12, 2017 “On the stone: it has been in the family of Harry Winston, who sold it to the current owner 12 years ago. The Gem Institute in NYC, who issued the certificate can be contacted for the provenance. The owner lives in London, and does not want it to be known that it is for sale.”
Harry Winston is one of the most storied names in the gemstone world — the jeweler who handled the Hope Diamond, whose estate has been the origin point of some of the most significant jewelry transactions in the twentieth century. The provenance is real, the discretion deliberate.
The thread continues over the following days — EFTA01614351 through EFTA01614356. Terje is managing multiple parties: ‘Humphrey,’ an unnamed ‘American woman,’ the London owner, and Epstein himself. He is working out who has authority to discuss the stone, with whom, at what level of disclosure.

The owner knows that the best informed will probably understand immediately but wants as much discretion as possible.”
On August 13, 2017 — one day into the thread — Terje writes:

IPI is the International Peace Institute — Terje’s own think tank in New York, adjacent to the UN, which he ran as president. The ‘Middle East dinner’ is the Gulf ministerial dinner he is assembling for Epstein. He is managing the gemstone transaction and planning a dinner for the Saudi Foreign Minister and the UAE Foreign Minister in the same iMessage thread, in the same week, with the same man.
“Shall I think about one or two dinners?” — Terje Rød-Larsen, the UN’s Middle East envoy, to Jeffrey Epstein. August 13, 2017. Gem brokerage and Gulf ministerial planning in the same thread. EFTA01614352. Not previously reported.
Six days later the dinner list arrives. Same thread. Same Terje. Saudi FM, UAE FM, Nobel chair, Anas al-Rasheed, Bill Gates.
The gem and the dinner list are not two stories. They are one conversation. A man who held the UN’s most sensitive Middle East mandate was running a private gemstone transaction and assembling a dinner for four foreign ministers in the same iMessage thread, in the same week, for the same person. That is what this relationship was. Not occasional contact. Not a friendship that wandered into poor judgment. An operational partnership — and the UN had no idea.
For broader context: the Epstein files have since revealed that Terje was named in Epstein’s will for $10 million to his children. His wife Mona Juul resigned as Norway’s ambassador to Jordan and Iraq on February 9, 2026. Norway opened a parliamentary inquiry into the Foreign Ministry’s relationship with Epstein on February 6, 2026. Terje and Mona Juul are under investigation by Norway’s anti-corruption authority, Økokrim. Terje described Epstein in the files as ‘my best friend’ and ‘a thoroughly good human being.’ Their son Edward Rød-Larsen, 25, died by suicide in late April 2026 under the weight of the investigation’s media pressure.
Michael Wolff, A Burner Phone, And The Right Hand Of The Crown Prince
November 28, 2016. Two years before the murder, Michael Wolff emails Epstein.
Michael Wolff — author of Fire and Fury, the 2018 book that defined early coverage of the Trump White House — is documented in 5,048 Epstein files. The relationship was deep and longstanding. What is not reported is the specific MBS access thread.

In November 2016, the Deputy Crown Prince of Saudi Arabia was Mohammed bin Salman. He would be elevated to Crown Prince in June 2017. The ‘right hand’ Epstein is offering access to is someone operating at the apex of MBS’s circle.
Wolff replies the next day:

November 29, 2016 — Two years before the murder. Michael Wolff describes the ‘spy tradecraft’ used to contact an unnamed Gulf-connected figure through his wife on a burner phone. The same thread: Epstein has set Wolff up with the right hand of MBS. | EFTA01060472
The contact in Garrison, New York — reached through a wife, on a burner phone, at a different location from his home — is not named in these documents. The ‘Roger’ referenced elsewhere in the same email thread is confirmed as Roger Ailes by EFTA02199945, dated January 10, 2017, in which Wolff references ‘six-hour dinner I had with Ailes and Bannon last week at my house.’ Roger Ailes had been forced out of Fox News in July 2016 amid sexual harassment allegations.
Epstein was brokering access in multiple directions simultaneously. Wolff to MBS’s right hand, Wolff to Ailes, Bannon to the network. Two years before the murder of Jamal Khashoggi, the connective tissue was already in place.
The Wolff/MBS access brokerage — the specific documents, the burner phone, the spy tradecraft language, the Deputy Crown Prince framing — has not been reported as a specific thread in any coverage of the Epstein files.
The Invitation: MBS’s Office Calls Epstein’s Pilot
Multiple documents in the DOJ files establish that Mohammed bin Salman personally invited Jeffrey Epstein to Saudi Arabia, and that MBS’s office coordinated directly with Epstein’s staff on the logistics.

This invitation appears in at least five documents: EFTA00813064, EFTA00438281, EFTA02193026, EFTA02192195, EFTA02192579. Multiple copies across multiple datasets — a document that was kept.
The logistics chain is in EFTA02191969 (also EFTA00438278). Aziza Alahmadi — writing from MBS’s office — contacts Lesley Groff, Epstein’s personal assistant, on November 1, 2016:

MBS’s office was calling Epstein’s pilot to arrange the visa. The call went to the consulate. The consulate was coordinating with MBS’s personal advisory staff to get Epstein cleared to enter Saudi Arabia.
CNN and CBS News have reported the MBS/Epstein relationship and the photo on Epstein’s wall. What has not been specifically reported is the granular detail of this visa coordination chain — MBS’s office, Epstein’s pilot, the consulate — as a document sequence.
October 5, 2018: Three Days After The Murder Epstein Signs A Contract
This document has not been reported anywhere.
On October 5, 2018 — three days after Khashoggi walked into the consulate and did not come back — Jeffrey Epstein signed on as Senior Advisor to Jawbone Health, a technology company working in health monitoring and data systems.
His specific assignment: to broker a demonstration of Jawbone’s technology to three Gulf rulers.

MBS, MBZ. The ruler of Dubai. The three most powerful men in the Gulf. Three days after the murder of a Saudi journalist whose death MBZ — by Epstein’s own later account — may have engineered. Epstein was signing contracts to broker access to all three of them simultaneously.
The Jawbone contract appears in EFTA00804461, EFTA01023118, and EFTA01023104. The dates, the parties, and the scope are consistent across all three.
Three days after Khashoggi’s murder, Epstein signed a contract to broker access to MBS, MBZ, and the ruler of Dubai. October 5, 2018. EFTA00804461.
November 17, 2018: “Light The Candle”
Six weeks after the murder, the CIA has finished its assessment. On November 16, 2018, CBS News reports the finding: the Central Intelligence Agency has concluded that Mohammed bin Salman ordered the killing of Jamal Khashoggi.
The following morning, November 17, 2018, at 10:40am, Jeffrey Epstein sends a link to this CBS News article to two people simultaneously, in two separate message threads.
The first thread is with Steve Bannon.

‘Light the candle’ is a phrase with multiple possible meanings — from literal warmth to a signal of readiness to move on something. The files do not explain it. We are not assigning it a meaning. We are reporting that it exists, that it was Bannon’s response to receiving the CIA finding on MBS, and that no outlet has named or quoted this phrase in coverage of the files.
What happens around this exchange: the same thread shows Bannon was in Oxford on November 17-18 for a speech at the Oxford Union that was disrupted by hundreds of protesters. On November 18, Epstein is coaching Bannon on crowd safety: ‘your guys want sunglasses or glasses — people throw liquids at their faces.’ On November 18-19, Epstein prepares Bannon for ‘Senate intel prep.’ Bannon tells Epstein: ‘You hit all the points at Oxford.’ Epstein signs back: ‘Sincerely... your cornerman.’ (EFTA01615442–01615444)
Bannon would launch his War Room podcast in 2019. The BBC has confirmed Bannon’s identity in this thread by matching dates and events. The November 17 exchange with the CIA Khashoggi article and the ‘Light the candle’ response has not been specifically reported.
The Same Hour: Epstein Is The Intelligence Hub
The night before, November 16, Epstein had already written to himself:

He is not reacting to a murder. He is analyzing it as a transaction.
The next morning he sent the CIA article to Bannon and — fourteen seconds later — to Terje Rød-Larsen in a separate thread. Terje responds the following day. Then Epstein reports what he knows:

Epstein knows where MBS is going. He has heard there may be a video of the murder. He is telling Terje — the UN’s former Middle East envoy, currently in Riyadh — what he knows.
Three days before any of this — November 14 — Terje had told Epstein: “Steve coming to see you. He’s staying at the request of Boris Johnson. You can surmise.”
The ‘Steve’ is Bannon. Boris Johnson — who had resigned as Foreign Secretary four months earlier and was positioning for a Conservative leadership run — had been inside the government watching Khashoggi’s murder unfold from the top. Now he was a private citizen hosting Bannon in London. Six weeks after a Saudi journalist was dismembered in a consulate. Bannon is in London, at Johnson’s request, and is about to come see Epstein. Terje is the one relaying this and telling Epstein to ‘surmise.’ The files do not explain what he was supposed to surmise. They don’t need to.
On November 24 the same thread delivers: ‘Desmond Lim. Anas guy for Malaysia.’ (EFTA01614486) — a Malaysian contact of Anas al-Rasheed’s, surfacing within days of the Khashoggi aftermath chain. These are not separate threads, they are the same network moving in real time.
December 2018: Epstein Stays Active In The Gulf Network
The murder does not slow Epstein’s Gulf operations. On December 5, 2018 — two months after Khashoggi’s death — Epstein is emailing Jabor Al Thani of the Qatari ruling family, forwarding a Lindsey Graham article about MBS. Document EFTA02611297.
From Davos in January 2019, Terje sends Epstein a photo of himself walking beside Saudi King Salman — captioned ‘the king and I’ — and adds: ‘I will get in touch with Ehud.’ Ehud Barak. The former Israeli Prime Minister who is one of the most deeply embedded figures in the Epstein files.
The network does not dissolve after the murder. It reorganizes and continues.

Jamal Khashoggi entered that consulate building alone. He was there to get documents for his wedding. His fiancée was waiting for him outside, where she remained for hours. She is still waiting for his remains.

When Khashoggi entered the Saudi consulate in Turkey, he left both of his phones with his fiancee, and paired his new Apple watch with a Turkish wifi network, so the watch was recording what happened. That is how Turkey and the CIA knew about the murder.
